April 1, 2000 County Estimates Base

The April 1, 2000 County Estimates Base is a set of county population totals generated by adding four sets of corrections to the original April 1, 2000 federal census counts. The first is a set of corrections for twenty-eight (28) North Carolina counties received through the Census Bureau's Count Question Resolution (CQR) Program. The last of these corrections was received in January of 2004.

The second set of corrections is a set of corrections received from the Census Bureau's Population Division. These corrections are based on geographical boundary corrections to the Census Bureau's electronic maps for the 2000 Census. They are the result multiple paired county corrections where the two members of each county pair share a common boundary, somewhere along which the correction was made.

While all pairs can not be determined with certainty, certain pairs seem fairly obvious. Six closed county pairs seem to be: Buncombe-Henderson (Buncombe gives 20 persons to Henderson), Cleveland-Gaston (Gaston gives 29 persons to Cleveland), Davidson-Forsyth (Forsyth gives 4 persons to Davidson), Hoke-Robeson ( Robeson gives 4 persons to Hoke), Jones-Lenoir (Lenoir gives 17 persons to Jones), and Macon-Swain (Macon gives 5 persons to Swain).

Several counties share correction pairs with more than one other county. Harnett, Moore, and Surry each appears to have 3 correction pairs, one with each of three adjacent counties (Harnett receives 38 persons from Lee, 20 persons from Wake, and 2 persons from Cumberland; Moore receives 3 persons from Chatham, 2 persons from Richmond, and 1 person from Cumberland;Surry gives 4 persons to Wilkes, and 3 persons each to Alleghany and Yadkin). Richmond, in addition to its correction pair with Moore, has another correction pair with Montgomery (Richmond gives 5 persons to Montgomery).

The third set of corrections are two individual county corrections based on changes to the Census's geographic and/or address files after the close of the CQR program. These corrections result in an increase of 3 persons for both Gaston and Macon counties.

The fourth set of corrections is one unofficial (made by this office) correction to the 2000 Census population count for Caldwell County. This correction (adding 322 people) was made after reviewing a Census Bureau certified local special census made by the Town of Rhodhiss in July of 2003.
