Organization of Operating Budget Sections

The budget sections prepare the governor’s recommended budget on a biennial basis for presentation to the General Assembly in odd-numbered years. In even-numbered years a supplemental budget is prepared and presented to the General Assembly. These sections are responsible for the execution and administration of the state’s budget as passed by the General Assembly. The Budget Sections provide assistance and guidance to state agencies in the development, analysis, and presentation of Results-Based Budgeting (RBB).

Staff in the budget sections possess a thorough knowledge of the principles and practices of public administration and state government budgeting and accounting, especially budget preparation and budget execution. They must be proficient in organization of materials and in presenting findings and recommendations. They must have experience in financial and program analyses. Budget analysts are required to use a variety of computer applications for development and execution of the budget.

The budget sections are organized according to subject areas as follows:

Health and Human Services and General Government Section – Responsible for the budgets for the Department of Health and Human Services. Responsible for the budgets of the General Assembly, State Controller, Department of Insurance, Department of Commerce, Department of Cultural Resources, Governor’s Office, Office of State Budget and Management, Office of Administrative Hearings, Lieutenant Governor’s Office, Office of State Personnel, Department of Administration, Department of Revenue, Department of Labor, NC Housing Finance, Information Technology Services, North Carolina Education Lottery, Secretary of State, State Controller, State Board of Elections, State Auditor, and selected Occupational Licensing Boards. Natural and Economic Resources, and Justice and Public Safety Section – Responsible for the budgets of the Department of Environment and Natural Resources (DENR), Wildlife Resources Commission, Department of Agriculture and Consumer Services. Justice and Public Safety is responsible for the budgets of the Judicial Branch (Administrative Office of the Courts and Indigent defense services), Department of Correction, Department of Crime Control and Public Safety, Statewide Disaster Management, and the Department of Justice.
