Organization of Results-Based Budgeting

The results-based budgeting staff of OSBM is responsible for coordinating the implementation of OSBM’s results-based budgeting (RBB) initiative for North Carolina. Through RBB, OSBM ensures that agencies are adequately preparing for the future, decision makers are provided with detailed information in order to assess the effectiveness of state programs, and citizens are informed about state government work and subsequent results.

The RBB staff advances this effort by:

  • Identifying required RBB elements necessary to support the budget decision-making process;
  • Preparing instructions for regular update and submission of agency RBB information;
  • Training agency staff to develop the required RBB information; and
  • Ensuring consistency in the quality of RBB information and data reported by agencies.

RBB staff is also working with OSBM analysts to fully integrate RBB information into the budget decision-making process to promote greater emphasis on performance and accountability in the management of state resources.

Clients – The RBB staff works with OSBM budget analysts and management analysts, agency fiscal officers and program managers, legislative staff, and others to develop results-based information to inform and enhance budget development and presentation.

Staff – Staff members have advanced degrees and experience in a variety of areas necessary for the implementation of RBB, including budget development, strategic planning, and performance evaluation.
