IBIS Timeline
Please note that the timeline is not entirely chronological as some items are developed concurrently. As the project progresses, the order of tasks may shift to increase efficiency. Therefore, date changes do not necessarily mean that the project is behind schedule. As the project closes in on each deliverable, key dates will be provided.
Important Dates (schedule to be updated throughout the implementation)
| Portal ("Front Door") Development | Ongoing |

The portal deals with issues such as sign-on, the home page, the inbox (including search and sort functions), workflow and navigation within the application. This “front door” defines the look and feel of the application and it is the framework from which users will access functions to input, move, manipulate, view and output data. The foundational development is complete but additional functionality is added as the overall IBIS application grows.

| Structure Maintenance | Now – May 2012 |
|
Structure maintenance deals with the way program crosswalks and budget/fund/account codes are established, maintained and organized. List maintenance tools and related reports/views are included in this phase. User security and management of permissions settings will also be addressed. The foundational development is complete. Developers are now focused on QA.

| Budget Development Functions | December 2011 – July 2012 |
|
Budget development functions addressed in this phase include data migration, Worksheet II, Worksheet III, scenario management, strategic planning and reporting. Initial work on the Worksheet II was done for the purpose of testing the viability of the Java solution. Once satisfied that Java could meet IBIS form requirements, work refocused on developing the foundational tools (described above). When these tools are generally in place, work will resume on the Worksheet II, along with the other budget development requirements.

| Wave I Release | July 2012 |
|
Portal, structure maintenance functions, budget publications, budget development functions and associated interfaces will go live. Formal training for agencies and OSBM analysts will commence. Note: Informal training will be provided as needed for testing and review throughout the implementation.

| Strategic Management Tools and Functions | February – August 2012 |
|
Strategic planning forms and performance measurement tools will be finalized. Program data collection and reporting will also be developed during this timeframe.

|
| Wave I.5 "Mini-Release" | August 2012 |
|
OSBM will have the ability to issue strategic plan data collection forms to selected agencies. Tools will be available to collect basic and detailed program information.

|
| Interfaces | February – August 2012 |
|
Functionality will be developed to allow interfaces with NCAS, salary control, Fiscal Research, Beacon and cash management.
|
|
| Budget Execution Functions | January – August 2012 |
|
Budget execution functions addressed in this phase include budget certification, budget revisions, allotments, salary control and reporting.
|
|
| Budget Publications | February – December 2012 |
|
Budget Publications to be developed include the Governor’s Recommended Budget (short snappies and 6 volume line item detail), the Six-Year Capital Plan and the Post-Legislative Summary.

| Wave II Release | November 2012 |
|
Budget execution functions and associated interfaces, as well as any remaining publication functions will go live. Basic ad-hoc reporting functions will be available. Formal and informal training for agencies and OSBM analysts will expand.

| Ad-Hoc Reporting and Analytics | July 2012 – January 2013 |
| Standard reports will be developed in conjunction with related functionality (i.e., budget execution reports will accompany development of budget execution functions). This ongoing component adds the capability for user-defined reporting. It is expected that this functionality will continually expand well after the implementation is complete. | |
