Regulatory Analysis
OSBM reviews proposed permanent agency rule changes and regulatory analysis based on the Administrative Procedure Act, Chapter 150B of the General Statutes, Executive Order No. 70, and the instructions in the State Budget Manual (PDF format, section 7). After OSBM review, the Rules Review Commission, supported by the Office of Administrative Hearings, conducts a review for legal authorization and clarity.
Please note that the State Budget Manual instructions are currently being updated to reflect the recently issued Executive Order No. 70. If you have any comments or suggested improvements to the instructions, please submit them at osbmruleanalysis@osbm.nc.gov.
