Management Scorecards in North Carolina State Government

SELECT MANAGEMENT FUNCTIONS TO EVALUATE
There are critical administrative tasks that every state agency must perform to ensure that the organization runs properly. These areas include, but are not limited to, information technology, procurement, human resources, capital planning, and financial management. Solid performance in these critical management areas is not only expected but necessary for an agency to achieve its goals and prudently use public resources.
IDENTIFY MEASURES OF SUCCESS
After determining what areas to evaluate, performance measures are selected and targets are set in order to track an agency's progress. Only a few measures are selected for each of the management areas to make sure agencies focus on the most important tasks. Once the measures and targets are set, accurate and reliable data are collected to allow for a thorough analysis of performance.
ASSESS PERFORMANCE OF AGENCIES
Next, OSBM works with other statewide offices to establish a process for assessing how well agencies are managed. Using a simple stoplight rating system, scorecards provide a snapshot of how well agencies are meeting performance criteria in the key management areas. A Green rating means an agency is meeting expectations; a Yellow ratings means that an agency is making progress toward expectations; and a Red rating means an agency is below expectations.
COMMUNICATE RESULTS
Once ratings are established, the results are communicated to interested stakeholders. Open and honest communication is essential to bring both strong and deficient performance to the forefront. Management scorecard information is most prominently communicated through the Internet, which allows easy access to results and plans of action. Routine meetings also are held to discuss results and consider plans of corrective action, if necessary.
FORMULATE AND IMPLEMENT STRATEGIES TO
IMPROVE PERFORMANCE
After results are communicated, agencies take action to improve poor performance. Agencies responses involve developing and implementing strategies that change the way unsatisfactory work is done. As results are achieved across state government, new measures and targets are set to improve management of state resources. By making regular evaluations, communicating the results, and pressing agency leadership to confront deficiencies, an environment is created where continuous improvement can thrive.
